Exception when send data (DataIntegrityProblemException)

1. Use overpass-api.de with Taginfo for download data
2. if a closed way is in the data, JOSM download ways who used the closed way
3. delete the closed way (the other way are conserved)
4. send data to OpenStreetMap

What is the expected result?
Exception when the closed way is send. (Exception when JOSM send 5/11 request)
After send, JOSM propose to resolve confict.

What happens instead?
See screenshoots. Note : I have move a window.

It is the first time when i have this bug, and i use often JOSM.

Can you reproduce it - I.e. make an exact (minimum) example where that happens?

Please comment on #7881. So far we do not know how to reproduce this bug.
