Please see the attached files to recreate the problem as follows:

[See Step1.jpg] Combine the selected way with the next (both are members of the relation "G98 Hainan ...)
Confirm combine
Remove from the relation
Add back in the relation list at the last entry with role "forward" (see Step2.jpg)
Add a name - in the example of Step3.jpg "This will break it"
Dialog appears as per Step3.jpg
Create conflict
Attempt to resolve conflict (member counts are different by 1) Select theirs
Relation is now empty :(
