Hi,
Found in stable r5531 and development version r5538.
With already opened layer (or file), download from OSM create new layer.
Is it regression or new feature ?
I'm new in JOSM. I started with JOSM stable r5485. So I don't know how it was before.
How to reproduce with table r5531 and development version r5538.
- Launch OSM.
- Open OSM file (File > Open…), or download data from OSM (File > Download from OSM…). A layer is created.
- Activate the layer where to work (Right pane > Layers). In this example, actually, there is only one layer, so the layer is already activated.
- Download data from OSM (File > Download from OSM…). A new layer is created.
What expected. With stable r5485.
- Launch OSM.
- Open OSM file (File > Open…), or download data from OSM (File > Download from OSM…). A layer is created.
- Activate the layer where to work (Right pane > Layers). In this example, actually, there is only one layer, so the layer is already activated.
- Download data from OSM (File > Download from OSM…). The datas are added on the activated layer.
For me, it was easy to work with few layer.
If needed, I create a new layer, add objet on the new layer, and merge the layers.

I haven't seen this option was activated in download window.
Strange, I don't remember I activated this option.
Next time, I'll install the program from scratch, not update.
You can delete, destroy, burn this ticket.

At the bottom of the download dialog there is an option "Download as new layer". Are you aware of this?
