no_u_turn restriction is wrecked when joining ways

Download (including parent relations) and join ways 43835160 and 43835161. Note that relation 311368 is borked, since it has only two ways (the remaining way should be in there twice, with roles from and to).

When I attempt to merge the two ways, I get a dialog (Conflicts when combining ways - combined way is 'Whittier Boulevard (5 nodes)'). The no_u_turn relation of interest is marked in red, and the user must select the Keep or Remove radio button prior to actually combining the ways.
