New "Registered toolbar action" bug with the Validator.

Description

Just saw this happen in [5500], so it must have been a recently introduced bug.

Registered toolbar action dialogs/validator overwritten: org.openstreetmap.josm.actions.ValidateAction gets org.openstreetmap.josm.actions.ValidateAction

Steps to reproduce:

  1. Start off with a fresh instance of JOSM.
  2. Download a small area of data from the OSM server.
  3. Delete the "layer" that was created when you downloaded the data.
  4. You should be back on the Welcome Page again.
  5. Now, download the same small area of data again from the OSM server.

The bug mentioned above now shows up.

Confirmed. This appeared between r5461 and r5466.

Set your email in Preferences
Action
as closed The owner will remain jttt.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
