Image import and timezones

Description
When I tried to import images taken during tracking, JOSM placed them all at the start of the track and not at the appropriate position where they where taken. After a while I figured this out and think this is a bug:
JOSM AUTOMATICALLY converts the GPS-time (which is always in GMT) into my local timezone, which is +2. I set my camera to GMT and not to local-time, but JOSM believed them to be local-time.
I think JOSM should NOT automatically convert the GPS-time to local-time. Instead, it should pre-fill the field "GPS unit timezone (difference to photo)" with my timezone-offset.
