Plugins loaded but no sign in editor?

Description
Hi all,
I've only been using JOSM a couple of months, so apologies if I've missed something. I'd like to use the PicLayer plugin to display an image underneath my roads. I downloaded the plugin from the preferences window and restarted JOSM, but the PicLayer menu isn't there.
I took it a step further and downloaded ALL of the available plugins, closed JOSM and even restarted my computer. As Windows was still loading by the time I tried starting JOSM again I managed to see the startup splash screen 'processing the plugin files', yet when the main window opened there were no signs of any plugins anywhere!
I'm using JOSM version 4878. (I have the josm-tested.jar file in the installation directory, i guess that means I'm running a stable version?) I also know the plugin jar files are indeed in my AppData folder, where presumably they are found, as the splash screen indicates...
Does anyone have any ideas? Thanks, Simon.

Thanks, I got it working in the end.
I was ticking the PicLayer plugin box and hitting 'Update plugins', after which JOSM told me to restart in order to make the changes take effect. When I reloaded, the PicLayer plugin wasn't checked. All I needed to do was check it and click OK!

Check your preference file (JOSM/preferences.xml), does it contain a list of plugins? In JOSM, select "Help > Status Report". Does it list any plugins? Are the plugins in the preference dialog checked? Start JOSM from the console and report output.
