[PATCH] Use Enter Insert for editing / Adding tags in properties table

Description
When wou select some object, its properties is displayed in right dialog. You can scroll it by Arrow keys and delete tags by DEL key.
But to edit tag, you should press Alt-S, or double-click, or mouse-click on Add button. Why not do do it on simple Enter too? It does not do anything in that table.
To add new tag, you can also use Insert when properties table is selected.
Idea is proposed by Ilis, Russian OSM forum.
Naive patch is attached.

We already have Alt-A, Alt-S and Alt-D, but why not. The Insert key is often used to toggle insert/overwrite mode in text editors, so I wouldn't expect it to work like this.

It seems that Ins is not working as replacing edit mode, so I'll commit this patch for now.



Any comments? Is it some reason that this was not added earlier?
