[patch] railways shows wrong when internal and potlatch2 styles both

Description

Currently railways draws screwed if internal and potlatch2 styles both enabled. There is easiest fix.
Don't know where it should be applied to survive after next synchronisation with potlatch2.

make change to potlatch2 style persistent (see #7220)
