According ​http://www.topografix.com/gpx/1/1/ this GPX file is invalid. It has rtepts, containing an empty lon attribute and even without a lat value.
I admit, that the error handling could be improved and the one valid rtept could be parsed correctly, but as rtepts are not used by JOSM, this would not help anyone.
Therefore I close this ticket.
