Imagery max zoom default should be higher

Description
The default Max. Zoom Level is set to 20, but should be 22. The setting is in Preferences->Imagery Preferences->Settings->TMS Settings. I routinely work with level 21 Bing imagery and was wondering where it went after a clean install. The max available is 22 (I can't seem to find an example at the moment).

I fixed the max-zoom for Bing. Default 20 is still a correct selection.
Go to the map sources preferences in JOSM, reload the map sources, remove Bing and re-add it. This should solve the issue.
I don't think I understand. Are users supposed to (know to) do this after a clean installation? 20 is a valid value, it's just that it may keep people from seeing the highest resolution imagery possible.

There are bugs which cannot always be fixed for existing installations even when installing a new version, as they would need to change the user settings. Changes to the WMS/TMS sources are one of these. Whereas from now on everything is correct a user having and using an old entry will remain with the settings he has.
We could add heuristic code to try and update user preferences and we usually do so when really important (and have troubles when our heuristic goes wrong and destroys valid settings). This issue at the moment seems not important enough.

BTW: The map source selection indicates with a not green color that an entry is outdated and should be replaced with a updated one from the defaults.

As far as I see there's problem not in Bing map source, but in common TMS settings. It's enough to change TMSLayer.DEFAULT_MAX_ZOOM from 20 to 22.
As said, 20 is a sensible default, as most sources don't provide anything above. So why change it, when only Bing is affect and this is now set to 22.



I fixed the max-zoom for Bing. Default 20 is still a correct selection.
