relation conflict dialog may lead to empty relations

Description

If a relation has been edited by someone else between download and upload, a conflict is generated within josm. If the elements in the relation have changed, the user gets a dialog with his and the servers element list. The user has to put his or servers elemnts to the midle row. But if the user chooses "fix" without any elements in the middle row, the relation will get empty. The fix button should only be active, if there are members in the middle row. It would be even better if the identical elements in both lists are already put in the middle row by josm.

A check and a warning is need to fix the defect.

I do not think you want to empty relations on purpose.

Thumbs up for the enhancement part.

#14196 is the similar with ways and their child nodes.
