piclayer shortcut conflict with "Imagery" menu

Description

This should be fixed IMO as the "Imagery" menu is a core shortcut.

Silent shortcut conflict: 'menu:PicLayer' moved by 'menu:Imagery' to 'Alt+A'.

I think that could work since I don't know of anything else using the "Alt+Y".
