usability problems with new "jumpy" button bars

Description
usability problem a) it is never possible to grab the horizontal scrollbar the first time because it jumps away as soon the mouse hovers it. --> the buttons should appear above the scollbar when hovering over the control.
usability problem b) resize one of the right fields, so that there is a list which fills the control but doesn't need vertical scrolling yet. move the mouse over to the last element in the list --> the buttons appear over the entry. i am now forced to do an extra step (moving mouse, scrolling down, moving mouse back again) that i didn't need to do before.
usability problem c) when working on a big monitor i don't need this feature, but there seems to be no way to disable this feature easily. maybe there is, but i couldn't find it in the settings. if there isn't a settings there should be one, and if it already exists it needs to be placed more prominently (and communicated on the start page when i fire up josm)

Option can be disabled and also now it can be disabled for each field individually. It was know from the start, that it has some drawbacks. The individual disabling allows to turn it of for often used sections and hide buttons for others only used for data display.
