Parallel way mode snap distance broken for non-metric units

Description
The snap distance should respect the active units. Currently it always snaps to half/whole meters.

Just to be clear by what I mean. The distance snapped to is always 0.5m/1m (*n). With imperial units it should snap to multiples of eg. 3 feet.
Are you saying this work? (it really shouldn't :)
The whole snap code should probably be updated. It is kind of a quick hack. At least make snap distance configurable. Scale the snap based on zoom etc. (and the snap is to some degree just a replacement for a mechanism to enter an exact distance)
I was/am planning to do this myself, but I can't promise I'll find the time/motivation in the nearest future. Not that this is a very critical issue though.
What projection are you using ? I've just tested with Mercator, the distance respects the active unit (metric, chinese, imperial). Are you using a recent JOSM version, too ?
