Piclayer toolbar buttons using up too much screen space — at Initial Version

Description
UI enhancement
Piclayer adds six new toolbar buttons (orange icons for different piclayer operations), but these remain on the toolbar all the time, even when not using a picture layer, and this pushes the other buttons down the screen and generally uses up too much screen space. For someone who is not using PicLayer regularly, it's tempting to uninstall the plugin just because it is being too intrusive.
Several possible solutions. Maybe it could add / remove the toolbar buttons depending on the active layer.
