According to ​https://wiki.openstreetmap.org/wiki/Key:sport sport=skiing is allowed on unclosed ways. The preset Sports/sport/skiing creates sport=skiing. The tag seems to be required. On the ground observations shows, skiing is performed in the very most cases on a linear piste.
