licensechange plugin creates new layer whenever data downloaded without it being active.

Steps to reproduce:

1. Install licensechange plugin.
2. Restart JOSM.
3. Download some data.

What happens?
JOSM has a data layer and the "Relicensing Problems" layer.

What should happen?
JOSM should just have a data layer until you activate the plugin on the left.
