MapQuest Open Aerial broken in r4194

I just upgraded to r4194 from r4187. In r4187, the MapQuest Open Aerial worked just fine. However, in r4194, I couldn't get it to work. All it did was keep saying on the screen "No tiles at this zoom level" when I obviously know that there is imagery in the area as I was working there the other day with r4187.

I'm thinking something in [4188] or [4194] is the reason that this imagery service no longer works in r4194. I then double checked by running r4187 again to make sure that the service wasn't down and I was able to download/view imagery in r4187 with no problems.

Note: Bing wasn't effected at all, but I want to use MapQuest Open Aerial because it has newer imagery.
