"No data imported" in JOSM does not let WMS Landsat image be downloadable

Description
Case: I want to work with JOSM lakewalker plugin on some area where I know there is a lake or river but no other data (node, way or area)
Example 1: Amazonas. Usually there isn't any data near the river to be downloaded by JOSM - besides maybe a small village. Despite that I need to download a Landsat image to see the river/lake.
Example 2: A lake in Kazakstan with no roads or towns nearby.
Fact: If JOSM says "No data imported" or if there is only ONE Node I cannot download a Landsat image. Without such image I cannot use lakewalker.
Workaround: adding a dummy way around a lake which will be deleted after lakewalker operation.

Agree that this behaviour could be changed.
Another possible workaround: download whole earth landsat imagery, then zoom in on that, download detailed landsat image, repeat if necessary.

There is no necessarity to add a dummy way. A dummy OSM file containing one node in the right area is enough.
note: workaround is done in potlatch
