When you open http://onearth.jpl.nasa.gov/ in a browser you will see this message:

This server no longer provides full WMS services for any of the datasets. [...] The tiled WMS access, described in the Tiled WMS [...] will stay operational. [...]

That means NASA has disabled the normal "full" WMS service and there is no simple way to switch to a new WMS URL.

From time to time there have been problems with the Landsat WMS server at least since summer 2008. At this time I found the explanation that normal WMS places a high load on the server and the preferred way to access the images was NASA's specification of tiled WMS.
I started implementing this for the WMSPlugin, but never integrated it. See http://wiki.openstreetmap.org/wiki/User:Bomm#JOSM-WMS-Plugin_-_Tiled_WMS and http://onearth.jpl.nasa.gov/tiled.html.

I guess nobody (except maybe NASA World Wind users) used NASA's proposed "tiled WMS", so the load on their servers did not decrease.

lakewalker plugin is dead and replaced by osmwiki:JOSM/Plugins/Scanaerial. Plugin automatically removed in r14924
