Description

Steps to reproduce:
1 Download data
2 right click on the map - nothing as expected
3 open an imagery layer
4 right click on the map - imagery context menu comes up
5 delete imagery layer
6 right click on the map - imagery context menu comes up, should behave as step 2

Action
as closed The owner will remain Upliner.
as The resolution will be set.
