Description
When starting JOSM with toms plugin installed, it sets the map background colour to #606060 on every start. Setting it back manually to the default value does not help.

Yes, it might be a feature, but it's still a problem. Just having a plugin installed should not have any negative impact on user experience. You have to expect that:
(a) people are used to black background and want it back
(b) toms plugin is installed as one of a dozen plugins, just to try what is available. Figuring out which plugin messes with my basic settings can be cumbersome.
Gray gpx traces do not show well on Gray background, and the default style is optimized for black background, so there are certainly disadvantages. I suggest to either change the icons, such that they are visible on black background or to ask the user before changing the background colour (and remember the choice if user does not want the change).

I wouldn't call it "offending", but it could annoy some users and we don't want that...

It only does this if the background is set to black. It will not change any other colour. This is because the toms styles icons have black outlines and do not show well if the background is also black.
It is not a bug but a feature!
