[PATCH] format initial coordinates in "Add/Move Node" in user's preferred format

#5604 (silently) changes the initial format of coordinates in the "Add/Move Node" dialog boxes from DECIMAL_DEGREES to DEGREES_MINUTES_SECONDS. mean (i prefer DECIMAL_DEGREES). much better: use the user's preferred format from map settings. (trivial) patch attached.
