Changes in scale caused by downloading

Description
If I download some more data in the same layer the scale in the upper left corner changes and you do not get to the same value again. There is some cycle, cause after some more downloads I can get to it again.
This happens all the time for ages now.

It is supposed to zoom to the downloaded region, so consequently to scale changes. Please explain the problem in more detail.
Please have a look at the numbers in the upper left. The one under the bar is important (length in meters).
I get zooming out: 12.5; 15.6; 19.5; 24.3 ....
I go back to 12.5 meters and download some more data not adjusting anything in the download dialog ( The zoom-level stays the same as should the scale).
I get: 12.9; 16.1; 20.1; 25.2; 31.5 ...
After another download: 13.3; 16.7; 20.8; 26.0; 32.5 ....
And again: 13.8; 17.2; 21.5; 26.9; 33.6 ....
again: 14.2; 17.8; 22.2; 27.8; 34.7 ....
again: 14.7; 18.4; 23.0; 28.7; 35.9 ....
again: 15.2; 19.0; 23.8; 29.7; 37.1 ....
I did not get a cycle but the scale is changing every download.

Correct. We don't have fixed zoom steps like e.g. Openstreetmap maps have. JOSM allows you to zoom freely, which also means, that zoom steps can vary. I think there was a method to set a zoom step (click on the slider or something like this), but I don't remember it exactly.

on the status bar, hover the mouse over lat or lon and right click - this will open the "Jump to Position" dialog, which, beside jumping to an arbitrary lat and lon, lets you specify a precise level to zoom to.
i didn't know about this until now - thanks stoecker for mentioning it :) is this documented somewhere? if not i think it should - it's a very useful feature. maybe put it into the menu so it's easier to find.

Why does it change with every download ?
I wonder if it works alright with cadastre-fr, where the resolution of cadastre-data depends on the zoom-level. I try to reach the same zoom-level before downloading more cadastre-data but this is not possible, if I have downloaded some more osm-data in between.

Because the download chooses the display according to its extension and thus changes the value to another step. The slider then produces higher/slower values referring to this new basic zoom :-) There are several other ways to change the zoom steps and as we don't want to have fixed zoom steps I fear we can't do anything about this.
