WMS adjust tool can only be used when a wms-layer is active

Description

[o22719] changed the behaviour of the wms-layer adjust button to be active only when a wms-layer is active.

Having to always activate the wms-layer to adjust it's position is a major pain. Where I live (Helsinki, Finland) the yahoo imagery is so warped that you must adjust the layer constantly unless you edit a very very small area at a time..

Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
