autosave restore: josm loads data before affirmation

Description

When presenting the dialog "JOSM found 1 unsaved data layers.", JOSM has already loaded all the data in the background.

This may be a problem, when the cause of the crash lies within that data.

Also it causes unnecessary cpu and memory usage.

Possible example for a "crash that lies within the data" would be out of memory exception.

Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
