Если смена раскладки стоит на ctrl+shift, то объекты в JOSM теми же клавишами уже не вращаются. Если отключить раскладку, то вращение включается
If the change of layout is on ctrl + shift, then the objects in JOSM same keys will not rotate. If you disable the keyboard, then the rotation is included

What do you suggest, we do about it? On the long run it would be good to have a tool button to rotate object. Relying on all these modifiers is not the best solution anyway.
