JOSM moves objects that are not on the active layer

- Open attached file.
- click two times on duplicate layer
- move the post box a little
- activate the 2nd layer
- try to move the post box on this layer
what happens:
- the postbox (painted in grey) on the inactive top most layer is moved
what should happen instead:
- move only objects that are on the currently active layer

we also might want to either clear the selection when switching layers or at least not draw the selection rectangle on selected, but inactive nodes with icons. I'll open a separate bug for this in a minute.
