[patch] draw direction arrows only at ways head is inverted

Description

Somehow that feature got inverted. Currently the arrow head only is only displayed when the way is selected and all if unselected.
That is in normal view - in wire view it's alright.

It is still odd for oneway=-1. I opened another ticket for this: #4910

Action

as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
