I have loaded the tested version and when i go towards the préférencies in order to update all the plug-in usually enable for me.

Hmm, I'm not sure it is a plugin error. Some other users already upgraded the plugin and JOSM to the same version as yours but your are the first reporting this issue.
Could you edit the preference file (with a simple text editor) and remove the cadastre-fr plugin (the file is located in your C:\Documents and Settings\<user>\Application Data\JOSM on Win or ~/josm or ~/.josm on Linux) then remove the "cadastre-fr" text from the line starting with "plugins=".
Tell me if it's improving or not your call for the preference dialog. If it is still failing, you can remove or rename the preference file and try again with a new environment.

The error is when reading the downloaded plugin list, so it might be necessary to update that list:
Preferences > Plugins > Download list

I have no control on that. The list, like the plugin list on the wiki, is updated automatically on regular checks on the plugin repository (and their MANISFEST)

je bascule in french pour Pieren "of course". J'ai donc un message d'"erreur inattendue" m'empêchant de charger quelque greffon que ce soit ! Aussi, je suis bien embêté car je viens de charger la dernière version de JOSM afin de me remettre à mapper après un temps certain d'interruption. Bien que j'ai configuré au préalable en zones CC9 c-à-d 7 pour le sud-finistère si je ne me trompe.
