Add relation list to default sidebar

Description
At the moment the sidebar consits of layer list, properties, selection and undo list if you create a new profile. Please drop the undo list and insert the relation list in the defaults, because it used more often.

You are right, if you say josm saves its configuration. But check your configuration, is the undo list always active? The decision to do not show relations is outdated, because they become more important, e.g. Split a way which is part of a route relation. You do not have to know what relations are, but if you see them by default you will learn to use them step by step. (Box with warning -> OH there is a sidebar dialogue with the name relation -> ...)
Please let it open for more opinions.

Please, we should not hide relations. For Newbies JOSM will include many things the do not know and might not understand but hiding relations is not a solution. This is how iD and Potlatch work but speaking of JOSM this point of view seems to be outdated.

JOSM remembers the open dialogs from last time. So the default selection is mainly to give orientation for newbies.
Including the relation dialog would give the impression that you have to understand relations before you can do any mapping. However I think a beginner can ignore this topic more or less and still make good contributions.
