Combine way conflict dialog - copying data

Description

Currently one always gets a conflict dialog for way combining when tags differ. Like the "only show conflicts", there should be a way to suppress tags which have previously been only part of some of the ways (i.e. partial new tags).

Modify Ticket

Change Properties
Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
