Opening preferences takes a long time

Description

On my computer opening JOSM -> Preferences takes around 3 seconds (for the preferences part), subsequent pressing of F12 takes 0.5-1s for preferences to appear.

It would increase JOSM usability somewhat if this were made faster. I don't have the Java know-how to benchmark why it's slow but it's probably loading a lot of preferences data it doesn't need to display just the initial dialog & could be optimized by doing some loading on-demand.
