Move WMS "help" to the JOSM help system on the wiki

Description

The "help" menu entry in the WMS dialog should open a wiki page via the help browser instead of its own dialog window. Doing this would also rid JOSM of a very large translatable string.

Set your email in Preferences
Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
