downloading twice with different zoom levels without changing anything leads to upload of changes ...

Hi, a problem since the last josm-versions (can't say exactly with which version it started):

to reproduce:

downloading an area (say with a 50 m scale in the upper left corner), changing the zoom by the utilsplugins ctrl-g shortcut to 200 m

without any changes: when I try to upload directly after that, I get changed (?) elements which josm tries to upload ...

to avoid that:

i delete the layer and download it again in one ... but that's not a real solution ...

may have to do with #3804
