Implement a freehand tracing tool

Description

A free-hand drawing mode (e.g. press-down left mouse button and drag as opposed to single-click to add a node) would make for much more efficient tracing over imagery or gpx tracks. Node density could be controlled based on curvature and/or a user "max error" setting.

Added plugin FastDraw with such functionality (drawing/autosimplification).
