Relation - New always crashes!

using Windows Version 1797 of JOSM with Java-Version 1.6.0_14 always reports an unexpected error when I try to create a new Relation. I'm using Portable Java with which all functions of JOSM otherwise work perfectly.
Relation details are displayed and editing existing relations works fine, but creating a new relation is not possible:

Update. 1797 is not stable and current is 1951. There is no sense in reporting bugs for very old development versions. Reopen report if still existing in a recent version.
