relations list is not updated when opening or closing a layer

Description

When a layer is created (download data) the Relations list is empty. And when closing (delete) a layer the Relations list stays filled, trying to edit one of the relations leads to an NPE.
Using Alt+R twice helps to refresh the list.

Which version?

In r1893 I can't reproduce.

That's odd, I use 1893 without changes. And the latest-build I currently have is 1876.

I just start josm and use "Download from OSM...". The downloaded data contains relations, when I select members of the relations I can see them in the properties, but the Relations list stays empty.

Owner: changed from team to jttt

I can reproduce it in some version around 1880. It's related to validator's Error layer. I will test it with latest and fix it if it's still broken.
