JOSM doesn't grok API urls without a http:// prefix — at Initial Version

Description

  1. Add an API url like "localhost:3000/api"
  2. Try to upload
  3. JOSM throws "Failed to initialize API. Please try again later."

It works with ​http://, so either JOSM should be smart and add ​http:// or tell you in preferences that it doesn't like things without a schema attached to them.
