relation-editor: relation-only edit does not trigger uploadable change

Description

If your only edit in Relations => Edit is adding or removing some text from a relation, josm does not recognise a change is made and therefore no upload of the changes is possible.
Not even above where the particular entries of the relation are listed the change emerges.
Though when one changes a physical object (moves a way or so) and uploads the changes, the change mad in relation-editor is transmitted also.

Action
as closed The owner will remain team.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
