upload error - when adding bus route relation to network relation of bus routes

Description
Start a new JOSM application, download an area which contains 3 bus routes (or more), one of them is a member of an existing network relation, the two others are not, add the two bus routes to the network relation by using the relation editor, upload changes
then 2-3 minutes uploading, waiting ...
then message SystemStackError: stack level too deep
Occurs in Version 1529 and 1566
