Hmm, please append the file "0-site-http_josm.openstreetmap.de_plugin.txt" from your josm plugins directory. What OS do you use? What charset does it use (some russian I think).

Windows XP Pro.
File "0-site....txt " have windows-1251 charset.
Josm have utf-8 charset.

Ah. When you delete the file, is it Windows-1251 again after you did update in plugin dialog? The file should be UTF-8.

In r1619 I changed the file saving as well, so it gets UTF-8 explicitely. This should close the bug. If not, reopen it :-)

Ok, r1623 should fix it finally. Now also tested on Windows. Java has the tendency to convert everything back into local charset at strangest places.
