Download data along way

Similarly to the ability to download data within some distance from a gpx track, one should be able to download data within some distance from a way. The use case is given a long highway with interchanges that one is adding to a relation to get the data along the highway would require multiple downloads and/or include too many ways/nodes to fetch at once.
