remote control does not download notes, even if enabled in JOSM

What steps will reproduce the problem?

1. have JOSM open with Notes layer open and Notes download checkboxed in Download dialog by default
2. zoom to some area on www.openstreetmap.org
3. click on "Edit with remote control"

What is the expected result?

it would do the same as if "File" / "Download data" in JOSM was selected and same area selected in slippy map: i.e. in addition to OSM Elements it would also download Notes (which is was checkboxed)

AFAIK JOSM used to do that in the past... but it no longer does (for some time now)

What happens instead?

it downloads only nodes/ways/relations, but not Notes (even if JOSM download menu has "Notes" checkboxed)

Please provide any additional information below. Attach a screenshot if possible.

Interestingly, if I have specific notes selected in www.openstreetmap.org, and click "Edit with remote control" then, that one note is downloaded, but none of the others visible in the bbox
