Add surface=laterite to the surface preset

surface=laterite was approved via OSM's proposal process (​Proposal:Surface=laterite, 29-0-0) and is documented at ​Tag:surface=laterite.

The built-in surface combo (chunk surface in defaultpresets.xml, shared across all highway presets) doesn't have an entry for it:

Following up on this: I opened ​https://github.com/JOSM/josm/pull/166 against the GitHub mirror with the same one-line change (adding laterite to the surface combo's values list in defaultpresets.xml, labelled "Laterite"), since I wasn't sure whether Trac or GitHub is the more active channel for this repo these days. Happy to attach the patch here directly instead, or close the GitHub PR, whichever's easier for you to track.
