Plug-in Mapillary requires JOSM version 19528. The current JOSM version is 19481. You have to update JOSM in order to use this plug-in.

The stable JOSM should be offering the latest plugins that are compatible with the stable version,

That's done for plugins hosted in JOSM SVN. For other plugins this is a task for plugin authors.
