PicLayer doesn't work

What steps will reproduce the problem?

1. I tried to download the PicLayer pluggin but JOSM doesn't see it, in the installed pluggin
2. I tried to run directly the PicLayer.jar from my files manager => open with josm and I had an error message

What is the expected result?

• using the PicLayer pluggin

• Nothing happen, sub menu open image as a layer doesn't appear.

I cannot reproduce. How exactly did you install the plugin?
I used the preferences dialog, selected the plugin and clicked OK. I got a popup confirming that the plugin was downloaded. After pressing F12 again the plugin was also listed as installed.
I suggest to remove any existing piclayer.jar and try this again. And never specify a plugin as program argument for JOSM.
