[PATCH] Validate tree diameter and height

Description

After validation for circumference values on natural=tree was added in #23621, this patch adds similar MapCSS validator rules to check the values of height, diameter and diameter_crown.

This should help catch common mistakes such as overlooking the default unit of millimetres for diameter, or ​confusing diameter with diameter_crown.
