Setting blank filter in search panel shouldn't select everything

Dear maintainers,

I came across a particular UX experience recently regarding the search panel.
Setting no (or blank) filter in this panel selects everything that exist in the active data layer.

Shouldn't it select nothing instead?
I didn't find this question already answered in existing tickets

I think it worked like that for a long time. I think the result is undefined, so maybe the "Start search" button should be disabled?

Why not, it's fine for me to disable the search button until the filter is set :)

Modify Ticket

Change Properties
Set your email in Preferences
Action
as new The owner will remain team.
as The resolution will be set. Next status will be 'closed'.
to The owner will be changed from team to the specified user.
Next status will be 'needinfo'. The owner will be changed from team to francois.lacombe.
as duplicate The resolution will be set to duplicate. Next status will be 'closed'. The specified ticket will be cross-referenced with this ticket.
The owner will be changed from team to anonymous. Next status will be 'assigned'.
